Go here by ship, when you are at the barriers, go underwater, so you will see an arch where you can dive through.

Thanks for your answer. But I wandered around and used my ship (dont´t have the plane yet) and I didn´t find any staircase to the upper platform from where you can reach the town. It´s blocked by mountains or waterbarriers.

Any further help ?
