Full location walkthrough
The northernmost sheep in the Capital City also has a Treasure Map, provided you don't have one at the time and you "talk" to it enough times.
The treasure it leads to is in the middle of that desert area north of the Capital. The treasure is a Discovery Orb, which says it ups the ecounter rate of "Red Monsters" (not sure what a "Red" Monster is; the tiny and giga forms of Monsters?).

Thanks J. D. Guy. I believe the "Red" monsters are the giga forms (do not try to Auto them in battle or you'll get wrecked lol).
EDIT: I added the sheep to my Treasure Map locations list in this post. As you play through the game, if you can confirm the other locations/rewards, I'll move the list to the hints and tips section of the walkthrough.

Everything is as the list says, and I can confirm that the Maps and the Treasure Locations and the Treasures themselves are all fixed.
I loved getting those HP and SP Drops.
I had overlooked the second Map found in Cammer until just now, so I picked it up at the location you had, in the third water barrel to the left after crossing up and down the wooden plank south of town, the Treasure was at northwestern-most past of the map, due north of Rest Stop, and the Treasure's contents were 16 Miracle Cakes.
I'd say it's safe to place this list in the Walkthrough section. By the way, are there any more Maps, or is that all of them? The game makes it seems like there could be more, what with the Map Buyer in the Capitial City.
EDIT: @MSG Commander, when you added the Sheep Map, did you accidentally removed another Map? I could have sworn there were 3 Maps in total in the Capital City proper, and that you had 2 Maps for the City already. The Sheep would have made the 3rd.

Alright. There's another Treasure Map in the Apostle Headquarters town area. it's in the open crate, and you can get to it by walking behind the Inn.
The Treasure's location is on a small jsland that's considered a "Dangerous Zone" location. It lies in the inner sea, southeast of the Capital City (just south of that weird island that you can't get to except by flying, despite seemingly nothing being there/probably where the Overlord's Castle will be once I "unlock" it), and can be assessed by boat or airship.
The Treasure is 18 Strength Drops. Enjoy.

I do have a question that's not Treasure Map related.
How do I get the remaining Chests from the Dawn Spire? There're still about 5 left, but I can't seem to find a way to get them. It seems like I'd need to jump down from somewhere, but where? I can't go back to the top floor after the battle there.
This has me stumped... :/

I'm glad you can confirm that. The Help Menu says you can, but I've never done so yet. So, Hope-Filled Barrels and Unknown Barrels, eh? I'll need to try it. I'd also say that Treasure Maps from Barrels would be random, at least to a certain degree.

I *think* the path to those treasures opens up on New Game+. I remember wondering how to get them on my first playthrough and could not find the path, then on NG+ it had just "magically" appeared...

All your base are
In New Game +, go back to the 3rd floor. Take the far west path (past the heal sigil and stairs) to the jump off point. Jump to the floor below. On this platform, jump again. You should now be back at the 1st floor platform (where you probably collected a treasure before). However, now there is warp sigil. Step on it to be transported to the unreachable area on the 3rd floor. Grab the 3 treasures here, and take the next warp sigil to the 2nd floor. Grab the last 3 treasures. (HTH!)
