Where is the room of the watchers

Just finished my second playthrough, and have not found the room of the watchers, though I can see there is an achievement for it? Does anyone know where it is please?

According to the TrueAchievements website, this achievement refers to the 50 million damage challenge, which is downstairs within the house with the Secret Arena in the Village of Merhemes.
