IIRC in this game Skills are not gained via level up. You'll need to improve your stats using TP you gained via Leveling Up. The skills you got depends on what stats you improved.

Improving 5 stats in ATK won't net you anything. But 30 ATK and 20 SPD might net you some skills. TLDR, Don't be stingy with your TP.

This is a screenshot of mine that i uploaded to GameFaqs. IIRC this is after completing the PostGame content and i got various skills just fine ranging from Support to Attack skills.
