Isn't those skills are for stealing? Then what about the drops? Is it different from the ones stolen or something?

In some cases the list differ but I don't think this is Dios' case.
Essentially, when an enemy dies, they may or may not drop some items. Some drops are common, and some drops are rare, meaning that if you actually need the rare one, you may simply not get it unless you save-scum. (Which is the case, iirc)
Stealing comes to help with that, it gives you an extra chance to obtain the drops. Also, I think there is a boost at drop rate when the enemies die with a high combo count.
In other words, randomness makes unlikely to you obtain these items, but you can improve your odds by stealing or by using long combos. Failing that, use the arena shop. It is the most common solution, albeit a bit tedious.
