I already forgot all of the RPGs I have played, but the Golden Sun series (including that super easy Dark Dawn) will always find a warm place in my heart.
Other than that, I think I must mention Radiant Historia (and its remake for 3DS), and Shin Megami Tensei Devil Survivor and Devil Survivor 2 (DeSu 1 had a much better plot IMO). And SMT Strange Journey.
As a bonus track I would mention Magician for NES (for both its OST and difficulty).

Journey to Kreisia is at the top of my list because it's "my" top 20, not an objective top 20.

Honestly I have played action JRPG's more than your traditional JRPG's (e.g. turn-based, even though I have), and I probably won't have whole 20, so:
Tales series (particularly Tales of the Abyss)
Persona series (all of them, but in order from best to good 3>5>4>2>1)

Final Fantasy VII (especially the remake)

Didn't include series like Kingdom Hearts, Nier, Ni no Kuni, FF15,12 because they would be too action-y, even though Star Ocean and Tales is very action-y so I don't know :p.
I have yet to play Octopath, but I have heard its very good.

@azyleo Would you recommend the Android version of The World Ends With You? I've often considered buying it but it just seems rather expensive for a mobile game...

@msg-commander its an Android port of a Nintendo DS game so the price is sorta justified with some few exceptions i.e. the whole story is there (including the same cut scenes) however some of the gameplay has been toned down to accommodate touch format. It also lacks the extra scenario which is present in its -Final Remix- version (which is basically extra story content added to the Nintendo Switch version of the game).
If you like fun and intriguing combat system and a really good story line with 20+hours of content, I would say buy it. I would wholly recommend it.
P.S. Other games I would recommend is the Chaos Rings series. Really good games which I would also recommend for its price.

I tried The World Ends With You on the DS and sold it out of frustration with its controls. It's possible I'll rebuy it on the Switch and give it another chance one day, but the odds are low.
The World Ends With You is an action-RPG with unique controls. By "unique" I mean, "forces the player to constantly divide their attention" and "every review I've seen of the Switch version likes the extra content but complains that its controls are even more rage-inducing than the DS version."
I recommend closely checking reviews of how the Android version controls before making a final decision.
