Finally found where to use the Weed Supplement from Jolie. Go to the secret arena and talk to Jolie.

I'm trying to figure out how to upload a screenshot from mobile....

After you hand in a Coupon for a ship, there's a sequence where you are alone and can talk to party members for trust. If you talk to Jolie during that sequence, she will offer a Weed Supplement.
