I'm very confused how Lucille can learn allies attack skills (skills aside from heal, parameter up, etc), can anyone help me?

You should be able to have Harvey + Co select lucille if you tap lucille instead of the enemy. If tapping does not work, try looking for an arrow button that switches your choice of targets when prompted to choose a target.
