Need Help: Subquest 4 - Mayor's Secret Hobby

I used Safira to go through the crack in the Watchtower final room where the demons were and found three chests. None of them contained the cracked gems needed to complete this subquest. The subquest list posted in this forum contains the spoiler: Safira needs to crawl through crack in final room. There is no other "final" room in the Watchtower, so I don't know what I am missing. Any help is appreciated.

The cracked gems are dropped or stolen from Lookout Golem enemies in The Watchtower. They aren't in treasure chests.
