I'm answering way too late but you should make progress as the NPC's that unlocks new areas are tied to where in the story you are. This particular NPC is unlocked after you get to Post-Game Boss Dungeon, you only have to enter it. Then That NPC should show up at Rizolt City.

Did anyone else find Misery maze last area monsters a lot easier than cacti grove last area ones? ._. I'm confused.
