Can i still get claw after the volcano boss? It appears that I can't find him anywhere ?

I'm not sure this is helpful, but I think the Japanese site (in translation) has this about how to get "Crow" (who I think is "Claw"):

 

Empire pass 10000G conversation with Crowe in the (private house of the Empire after the "black jewel" events) castle

 

 

you can technically get crow/claw prior to black gem event (maybe an update did this i dont know), talk to him when you first arrive with the 10k, and he will join..... if that doesnt work use temi as your control and try it again and he will join
