Are you searching for the quest giver? Some quests might not appear immediately when you get to the town but usually there's always a quest the first time around.

And there's no Frosbit Village too, so how can I learn job Peddler?

Frosbit Village is directly south of Broakun Hamlet on a small island accessible from Ship or by air.

You can miss it if you don't explore the world when you find the ship.

Just go to Copsa Village (Or Broakun Hamlet) and use boat to go to the small island nearby. By the current quest I know you're close to getting the air way so you can either continue the story or use boat to get there.
