The requesst asks you to defeat some Ice Flowers and collect 3 Frozen Buds. Well, the victory spoil for defeating an Ice Flower shows up as "Ice Flower" and never as "Frozen Bud." But just get 3 "Ice Flower" and you will satisfy the requirement.
