which queen is the strongest?

is legend queen the earliest queen u can make? or perhaps there is an earlier queen?
is light queen the strongest? i have so many questions for this queen type monster

Light and Dark Queens are overall the best but are the hardest and longest monsters to make. Mainly due to the spells only those two get.
There's always something more to find.....
