Chip locations

I've got 19 out of 20 and have no idea where it could be. I've opened all 290 chests and got the tree of life chip from the secret arena. So i assume it's an npc, but even after talking to all of them (twice i might add) i got nothin. Any ideas?

It might be in trial tower, or you get it from a fairy you haven't talked to yet.

I have them all, and what I recall is they all come from fairies.

After having reached the normal ending and starting the true ending route, 2 new chip-bestowing fairies can be found on the world map. Many players can easily miss them at first if they had already scoured the whole world map prior to the normal ending and didn't bother to search again later.
