No doubt I am having a dumb moment , however I can not find the trigger for finding Tuloose.
Ive been wandering about for hours.
Any help would be appreciated .

Tuloose is in the Firmament, at the upper third of the long island that starts in the northwest corner of the map.
You get there from the Island Gate (E or W, they both work, I think, but you might only have access to E right now). I assume you are on quest #21. Sorry I don't remember more than that.
