I cannot find quest 18 ><

I know it's in Allied HQ but I don't the see person.

I can think of two possible reasons. Firstly, have you advanced the plot far enough? If subquest 17 isn't available yet, then subquest 18 most likely also hasn't triggered yet. Conversely, if you already completed subquest 17, and subquest 19 is already available too, then subquest 18 will (or at least should be) available at this point. Secondly, I might not remember this correctly, but doesn't the quest giver stand directly outside of the Allied HQ (I think one of the Allied HQ quest givers does)? Assuming I'm correct: If you warp to the location and (just) search everything inside, you won't encounter him, of course.
