Miden tower dont have any gold region?

Miden Tower indeed doesn't feature a "Gold Region". As in most other Exe Create games (even the ones with "Gold Regions"), the fastest way to earn money is to slay the monsters in the hardest optional dungeon (in this case "Beryl's Dreamland", which becomes available by visiting the arena in Petalus after completing the normal ending).
