How do you access these ruins every time I try to enter I get blown out by wind

If I remember correctly, it's a matter of timing. Watch the wind gusts and you'll see there are strong ones and weaker ones. Move during the weaker ones and hide behind a pillar until the strong one passes. Repeat until you make it to the door. You'll encounter the wind "puzzle" again in later dungeons.
