Like the quest description says, Tournoire can be found north of Valkanoid, which is located on Luna ("the second world map"), but that's probably not what you're struggling with. As far as I remember, you can climb a plateau far west of Valkanoid, which leads all the way back to Tournoire. Even if I'm wrong, the map isn't that big. If you've found all other locations on Luna so far, you'll reach Tournoire eventually, too.
