If you mean Vortex Rush, it's learned from Scar Mantis Sickle dropped by Scar Mantis, Hichiriki Shrine area 1.

Hi guys, I'm just starting out the game, I'm kinda 'stuck' well not actually stuck but I'm struggling to complete the Apprentice Graduation quest (no 15) I supposedly need to get Blue Treant Leaves from the Blue Trents in Area 1 of Toona Sanctuary but they don't seem to drop it at all despite I already beat like 10 of them lol. Is there any trick or do I just need to be patient?

Yep, patience is best. But you could try increasing your odds by using Drowt's harvest skill that steals a drop item and/or Famin's weapon Devouring something that does the same.

As a general rule, using a steal ability in any Exe-Create game drastically speeds up any "collect X special drop item" quests.

Also, I have never seen an Exe-Create game with missable sidequests - the player can always go back and do them later.

I started playing this game a while ago, and I was wondering how much the key to the special post game area costs?

Also, how the

Dragon King’s Body
Increase stats (using stat-increasing items)

works? I spend some flowers on a character and this didn't trigger.

Okay... I'm not sure about the Dragon King's body, but I think I didn't unlock it until I started feeding them lots of ultimate and excellent items from battling Andy. Can't remember if stats needed to be maxed to 9999 though. Sorry.

Kemnista's Sheep is definitely available after the evacuation is done (barring hidden requirements like 'talk to all other sheeps' which I wouldn't know), so it is not post-game.
