I didn't play the game (yet, am playing Sword of Elpisia) but from this topic (Check Page 1 of this page) it says the skill is at Aqua City (Talk to NPC in Post-Game.) You should check Jeral's Posts for detailed info on any passive and Battle skill you may have missed.

For weapons, the 'strongest' is supposedly the ultra rare ones that come out of the gacha or high tier plants, but imo, the true strongest weapons are the Abyssus weapons from Area 11, the first postgame zone, as they have an incredibly poorly thought out special effect
When equipped with an Abyssus weapon, your skills have their BASE POWER(that number you see in the skill menu), increased by 2 for each time the skill has ever been used, this has seemingly no cap aside from whatever the hardcap for skill power or usage record is(which is somewhere beyond 300 uses), this is not percentile, Shaw's multi-hit Wood Spells will massively inflate in damage as such
For Armor, its probably Valor Just Call, great stats and a very helpful auto-effect, but it seems to be limited quantity
Accessories is really whatever Works, probably Hitman rings for hitcount dmg bonus, maxxing stats in postgame is fairly easy(Midbosses in Area 11 for minor stat boosters, Area 11 bosses for Abyssus, and then beating up Andy for 10x Excellent+Ultimate repeatedly)

for shaw, abyssus rod and spam picorn bomb is broken demage.
kairen very hard mode just one skill (or sometime 2).
first use magic boost and then picorn bomb. 452x30 = 13.560 (demage it increases the more often we use the picorn bomb, the effect of the abyssus rod), then equip with acc boost corsage.
