LL Growth Plate Lottery help.

Why when I try to do 11 time spin I get the message :

I want to see if the 3 Red plates will come out.

Do you have too many Growth Plates in your inventory? Clear some that you aren't using and try again.

I have a lot of free space for Growth Plates, 18 Growth Plates pages but will get rid of all except Deity once I get all characters abilities from them (that will be easy. I could get 24 more Growth Plates at least)

I discarded every Growth Plate that I only needed to learn an ability or job level from. I still miss some Hero plate ability levels and hoping that I will find it in Volcano or another metal area.
