Few tips:

11. How to Repel a Man
Lady wants Critical C & Footwork B.
In shops you can buy only C-grade books.
According to my unlocked enemies list (at that moment) Footwork B may be only obtained as rare enemy drop.
And I spent few hours to get it (unsuccessfuly).

19. Hole in a Collection
Man wants Escape A.

...so, the recommendation is not to "eat" all books and store some for the quests.
As I remember, pretty rare quest related books are only Footwork B & Escape A.

Thanks for pointing out the issues with the rare items (Footwork B and Escape A). Let me tell you what I found when trying to get a Footwork B. What did I find: the "information" listing of monsters is either wrong or misleading. Apparently you can get some sort of random item for winning, NOT as a drop, as well as (maybe) a drop. Either that or the guide is just plain wrong.
OK, the facts. I toured the Beryl territory to blast away at the Beryl Thief, the Beryl Bandit, and the Beryl Lady (#54-56). According to the list, each monster has 2 possible drops, so in total there should be no more than 6 drops from these 3 monsters. But I get:
Crit C
Crit B
Healing Balm B
Azure Gemstone
Footwork C
*Spry B
*Guard C
*Healing A
*Counter C
*All Healing C
*All Healing B
Those with "*" are NOT among the those in the monster listing. Maybe "All Heal B" and "Heal B" are the same? But if you browse the listing, you do see explicit "All Heal B" for some (not these in question) monsters. Of course even if we collapse these healing drops, we still have 9 drops, but not "Footwork B" (for #55) and not "Critical B" (#56).
To make matters worse, I don't have a monster in the list that does drop Footwork B (of course I'm missing lots of monsters--I'm still in the game). And how do we square the NPC's comment that the entry level item can be bought in a shop, when as far as I am in the game no shop has a skill book above level C.

Well, I did manage to get the elusive Footwork B as a "victory" drop near or in the river/bridges battle. It also appeared frequently in battles just outside Chalcedony, but it doesn't show up as a drop in any of the monsters! Escape A is plentiful in Spinel Canyon.

I remember getting frustrated with the quest to find a book "in one of the shops." If memory serves correctly, it does become available later on (i.e. in a town you haven't been to yet).

Thanks for the info regarding monster drops.

From what I gathered when I played this game (as Unlucky Mage on the 3DS), Monster Formations have an "Efficient Battle" drop that you can get from that enemy formation and/or from that area when you beat the entire enemy party on the first turn, and those "Efficient Battle" drops are independent of the Drop Lists of the respective individual enemies in that enemy party (which you might also get, and allegedly so at increased rates for finishing the entire fight on the first turn, just not as frequently as the "Efficient Battle" drops when it comes to the enemies' Rare Drops).

What I realized is that you can get a lot of stuff independent, and typically more frequently, from list drops if you make a habit of finishing fights in the first turn. (The game encouraging this is why AP tends to get guzzled). As you progress, certain areas/formations will also give you B and A (but never S) Level Skill Books that allow you to round out your party's Skill Book Levels and max all of them to A, eventually (minus the ones you choose to grant the S Levels to).

The Beryl Thief/Bandit/Archer/Whatever does drop the Footwork B as her Rare Drop, and I did get it from her eventually, but even finishing fights on the first turn, Rare Drops are difficult to get, especially as compared to "Efficient Battle" drops. Still, as you noticed, once you get far enough, you can potentially begin getting Footwork B (and later still, A) from these "Efficient Battle" drops, and if you're willing to wait, you can hold off on that quest until you get to that point. (You'll need to complete it eventually, as each quest giver is also a Hidden Village recruit, and you'll need to complete all other quests to do the recruiting).

For my part, as mentioned, I buckled down and eventually lucked into a Footwork B from the Beryl lady enemy. It just took awhile, and I near decided to give up and wait for it to pop up among an area's "Efficient Battle" drops. But, I lucked into a copy, gave it to the gal, and went on about my business knowing the quest was completed.

if i remember correctly, footpath B can be obtained by clearing another side quest, one of the first in fact. just keep it then. i made the mistake to eat it and luckily, i was able to gain it after a battle between larimar and granate on the small path leading to the prison. i guess it was pure luck because i didn't gain any other as of now.
