How to reach Level 4 for passive skill

The in-game instructions state that getting a  class passive skill to level 4 will allow it to be used when not in that class. But the game doesn't seem to suggest how to do that and I can't seem to find an clear answer anywhere. I can get passive class skills up to Level 3, but no higher.

Am I missing something obvious? Some crucial step? Or is this a translation error where Level 4 is really Level 3 if you can't Level 0 (not knowing the skill) as Level 1?

It seems such a weird thing to be stuck.....

You're missing the entire point of the passive skills. You have to level up the specific Job to level 5.  Any skill that can be learned requires you to have the specific job on the character on at least level 1. Passive skills are learnt by upgrading Job Level and that's why only a character at job level 5 has that passive regardless of the job they go into. 

Note that any job specific skill /Magic that can be used by you in/outside of the battle is bound to that job and can't be used by any other job. Same applies to weapon-specific attacks but in their case you can use them on multiple classes if they use that kind of weapon.

Also a note: If your Character wants to use skills he/she needs to be on at least that Job tier. So you can't use any skills that Brigand King G. Plate has if your Character is at Thief job.

But if you get Brigand King to level 5 you'll max out the job entirely which means all passive Job skills for Thief, Robber and Brigand King are always active regardless of which job you are.

And for the record, if you don't have skill learned it is at level 0 ( the game considers all not learned skills as level 0 skills that you can't even see at skill page but as soon as you level it up it becomes available.)  and the game only counts the skill for character if you level it up.

Level 3 is the maximum level of the skills in the game and there's a spreadsheet for them.

So the in-game instruction is incorrect?

Per the poster above, maxing a class allows the passive skill to be used when not in that class. Okay, that makes sense and is a common detail in games with a class system. However, the in-game instructions says you have to raise the Passive Skill Level to Level 4, and even with maxing a class, the passive skill level shows Level 3.

I'm just trying to sort out the issue with the in-game instructions.

Maybe you can make a screenshot of it because when I played Dragon Lapis I never saw that kind of message at any area or help.

actually getting the class level to 4 allows the passive to be used by all other classes, lvl 5 doesnt really do anything but act as the master level of the class before class up....until the third teir, then it is just master level

As far as I know, max skill level is 3.  The 'help' screen talks about JOB rank (not skill).
