The Quest is random. I found my Guy at Darek Forest. So go to both places.

Damn this guy so pretty hard to find it. Do u have any screenshot about locations this "guy"? 2 places menchui and darek still nothing him there

Sorry, I can't give you the screen shot. But If I remember correct, he can also be found in the underground area. I can't put my finger on the name, but its the place where the "Therians Throw you to the Feral God of Judgment". Go look there.

Valley of Judgment is where you find the old man for Quest 11.

Quest 10 will be in Mount Menchui or Darek Forest. You just have to keep trying both locations until you find him.
