I was stuck on this for over an hour and searched the entire seabed multiple times, haha. I could have looked up the answer here but I was being stubborn.
The toy bucket is near the start of the area. It is not a white or gold sparkle, like Exe-Create typically uses to designate items that can be picked up. The toy bucket is a very small, drab brown object in the middle of the sand, and VERY easy to mistake for a random background rock (although it does have a unique sprite).
I believe a cutscene automatically plays at the start of the area to draw the player's attention to the toy bucket. I completely forgot about this cutscene until after I finally found the bucket.
Ark will pick the toy bucket up only if the story has advanced to the point where he's looking for something to carry seawater (that is, if Ark has already investigated the rocks blocking the party's progress). He has to walk up to the toy bucket and interact with it.
The seawater is easier to find since it's pretty close to the rocks that block the party's progress, and it's, you know, a big blue patch of water instead of a tiny little thing that looks like a brown pebble.
