As You can see leveling it up extends the duration of this skill :

Lv20+: Plus, extra 1 turn.
Lv50+: Plus, extra 2 turns.

"Counter" is basically short for "Counter Attack" - i.e. the enemy attacks Litany, Litany counter-attacks the enemy (and if the skill is high level, her counter attack does a LOT of damage.)
